The first Staff report for the new Zoning By-law project is now live as part of the City’s Agenda for the April 29 Joint Committee of the Planning and Housing Committee and the Agriculture and Rural Affairs Committee, where it was tabled. The full text of the proposed By-law will be released in its entirety on May 31 on the project’s Engage Ottawa page.
This Staff Report serves as a preview of the first draft of the new Zoning By-law provisions. It summarizes the proposed By-law in plain language and how the By-law is implementing the new Official Plan.
This report is just the start of the Zoning By-law review. Over the course of the project, there will be two other iterations of the draft by-law that will be developed based on the feedback and comments the City receives until the final version of the By-law is approved by Council in Q4 2025.
Consultation for the entire project starts now and will continue until the proposed By-law is approved by Council in Q4 2025. Active engagement for this first draft starts in June and continues through October.

What does this mean for Carlington:
- Merivale Road: 9 stories;
- Kirkwood and Fisher: 6 stories;
- The Triangle (between Carling, Kirkwood and Merivale), North of Crerar, including both sites, one block on each side of Merivale: 4 stories;
- The remaining parts of the neighbourhood: 3 stories.
As some parts of Carlington have the evolving overlay as per the Official Plan, the areas with 3 stories will be allowed to have up from 7 to 12 Dwelling Units per lot, depending on the lot size, while 4-storey areas will be allowed 12 to 16 Dwelling Units as per right.
Additionally, all minimum parking requirements are about to expire, resulting in a choice-based approach where the property owner/developer will decide the amount of parking necessary for the site.
